Evaluating Proposals for Solar 1 Siphoning Operations

The final decision as to whether the costs of siphoning the oil from the wreck are covered by the Conventions will be made by the Executive Committee of the 1992 Fund, which meets during the week of 23 October 2006. The 1992 Fund’s Director, Mr Måns Jacobsson, will recommend to the Committee that the costs should be accepted in principle. A presentation was made by the International Oil Pollution Compensation Fund and the Protection and Indemnity Club to the National Disaster Coordinating Council based on the report from the survey vessel Shinsei Maru on September 12. According to the report, Solar 1 is deeply immersed in seabed and is in very stable condition. Additionally, the structural condition of the vessel is "very unlikely to change to cause further release of oil into the environment."
